WELCOME/CALL TO ORDER: The meeting was called to order by Bruce Wright at 2:45 in Room 20.

PLEGE OF ALLEGIANCE: Bruce Wright led the flag salute.

ROLL CALL: IN ATTENDANCE: Christina Desiderio, Murray Macpherson, Bruce Wright, Lisa Taklender, Karen Schiffman, Fredilyn Quintanilla, Norma Munguia, Harold Henderson, Michele Levy, and Sassan Heydari.

APPROVAL OF MINUTES: tabled until next full meeting in December

AGENDA: : Emergency meeting to approve Dashboard (due the 31st) as Mrs. Desiderio had been locked out of LAUSD access.

NEW BUSINESS: Mrs. Desiderio presented the Dashboard data for review for approval with a powerpoint and document presentation. There were no questions  or public comment as it had been discussed at the previous meeting.

Mr. Wright moved to vote for approval. Mrs. Schiffman seconded. Vote was unanimous yes.

Mr. Wright moved to adjourn meeting. Mr. Henderson seconded. Unanimous yes. Meeting adjourned at 3:12 pm.

WELCOME/CALL TO ORDER: The meeting was called to order by Bruce Wright at 2:45 p.m. in Room 20.

MOTION TO ADJOURN: Bruce Wright made a motion to close the meeting at 3:00p.m. It was seconded by Lisa Taklender and unanimously approved.

WELCOME/CALL TO ORDER: The meeting was called to order by Bruce Wright, Parliamentarian, at 3 pm in Room 20.

QUORUM: The voting members present included: Christina Desiderio, Norma Munguia, Lynn Homsy, Bruce Wright, Karen Schiffman, Fredilyn Quintanilla, Harold Henderson, Michelle Levy, and Sassan Heydari.

REVIEW OF MINUTES: Lynn Homsy reviewed the minutes of the Governance meeting of May 2019. Karen Schiffman made a motion to accept the minutes as read. Sassan Heydari seconded the motion. The motion passed unanimously.

INTRODUCTIONS: Bruce introduced the new members.

ASSIGNMENTS: Governance members unanimously voted on positions: Bruce Wright, Parliamentarian; Christina Desiderio, Chairman; and Lynn Homsy, Secretary.

ADMINISTRATIVE ANNOUNCEMENTS: Christina announced that the new computer tech will be Jeremy, who has been on staff for several years. The technology committee has noted that computers are slow, but we will wait and let Jeremy handle the situation. Christina’s last school had a great technology program that made videos and games. Younger grades can use ipads in class. The Digital Literacy program is really good and is for kindergarten through 5th grade.

The new 2nd grade teacher is starting soon. Christina has worked with her previously and she is wonderful.

Bruce discussed the realigning and reestablishing direction of WHECES, and that we want to get the old feeling back of pep and excitement again. Michele likes the new assembly schedule, and Sassan notices a better connection with administration/more to show for the money raised. Christina wants to be on the PATT blast and will give weekly communications so the staff is united with parents.

COMMITTEE REPORTS:

Technology: Aleks is adapted like Lexia which is geared specifically to each student. They have to master a skill before moving up. Things will start more in Schoology (assignments, grades, etc.) and continue through middle school.

Mystery Science: Christina suggested we use it because it’s free for one year and is really good. STEM Scopes is offered through Rice University on a 90 day free trial. It is well liked and online. Bruce added that he likes the way it is broken into segments.

Impact: This is a new social studies program with a new book. We’ll try it this year and determine if it is well liked. Generally, 4th and 5th grades like it, but 5th still needs to do supplements.

POSITIVE BEHAVIOR: Christina reported that we are trying to institute a more positive behavior program. Clear expectations will be set with posters in every area. Hopefully teachers will follow the program in their classrooms, too.

SAFETY: Due to the fires, the Great Shake Out earthquake drill will be held Oct. 30. The basics will be practiced. Christina thanked PATT for new earthquake backpacks and buckets.

AFTER SCHOOL COACH: Michele praised him and asked if he could be a PE coach during school hours, too. Christina said he only has a few free hours during the school day.

WEBSITE: Bruce noted that we are going to try to use it and update a lot more. He added that Norma is really good at it.

RANKING: Sassan inquired about the newest ranking. Christina said it is called the California Dashboard. Language Arts is in the blue, math is green but close to blue, and attendance is yellow. Fredilyn suggested giving trophies in classrooms like they do at her daughter’s school. Bruce added that the ranking is also impacted by school surveys. Christina offered to do something like being saran-wrapped to encourage the kids to return the forms.

REVIEW OF MINUTES: Lynn Homsy reviewed the minutes of the Governance meeting of October 17, 2019. Sassan Heydri made a motion to accept the minutes as read. Fredilyn Quintanilla seconded the motion. The motion passed unanimously.
NEW BUSINESS Request for funds for Gifted Conference: Christina explained WHECES is a school for Advanced Studies and a proposal has to be written every five years. We are now writing a new plan and are fulfilling requirements. The GATE Conference is coming up and several teachers would like to attend. Christina has a contact who will comp four teachers at $500 each, but we need to pay for two more. We also need to fund an air bnb for five teachers and a hotel room for one, as well as mileage. This is a good conference for our school to be represented. Governance needs to approve charter funds of about $3,000. Karen Schiffman made a motion to approve $3,000 out of Charter Funds for the Gifted Conference in Palm Springs. Sassan Heydari seconded and it was unanimously passed.

Christina also hopes to be able to send teachers to a Staff Development for Educators later in the year in Las Vegas. She noted there is also a conference in March. Bruce said he might attend. Christine said the librarian should attend, too, because it would include programs that would be helpful in the library. The computer teacher should also go.

Bruce reported that our school is doing very well this year. Professional Developments have been great. Parents are happy (to which Sassan agreed). We are trying to integrate more theater, art, and music. Christina added that a lot of teachers liked the TEAL (Technology Enhanced Arts Learning) program in conjunction with LA County Arts. To improve the arts, it could be helpful to hire a half-time person to go into classrooms with programs to support the arts. She hasn’t looked at the data yet. The person needs to have knowledge in this area and we’ll inquire internally first.

WELCOME/CALL TO ORDER: The meeting was called to order by Bruce Wright, Parliamentarian, at 3:01 pm in Room 20.

QUORUM: The voting members present included: Christina Desiderio, Norma Munguia, Murray Macpherson, Lynn Homsy, Bruce Wright, Karen Schiffman, Lisa Taklender, Fredilyn Quintanilla, Brandon, Michelle Levy, and Sassan Heydari. Also in attendance was Yao Alayon (ELAC rep), parent.
REVIEW OF MINUTES: Lynn Homsy reviewed the minutes of the Governance meeting of December 19, 2019. Fredilyn Quintanilla made a motion to accept the minutes as read. Karen Schiffman seconded the motion. The motion passed unanimously.
NEW BUSINESS Targeted Student Population (TSP) Plan for 2020. Christina explained that there was a low amount of $39,000 for English Language (EL) learners and low income group. Differentiated instruction will continue in language arts. Murray reported that in the yearly LCAP exam 74% of WHECES students progressed and more than 54% reclassified up which is great. Christina noted that an ELD assistant was hired a few months ago, but hasn’t been cleared to work yet. Last year our foster youth population was 0.2%, this year we don’t have any. As part of the TSP we have to write goals. The district has five goals to meet: 1. 100% graduation rate – we will have a full-time librarian budgeted at $18,000 because they have been shown to be helpful in proficiency 2. Proficiency for all – ELL teachers will be additionally trained 3. Attendance - $473 will be budgeted fo encourage parents to send their children to school. 4. Parent, Community, Student Engagement 5. School Safety – supervisory aides are an integral part of supporting children. Christina noted she will present this information again at the PATT meeting on Thursday.

2020 Budget – Norma reported that there is a meeting next week to present and approve the budget. $648,988 is the Expense Grand Total; $188,257 will be left after positions are funded and is necessary for emergencies. This amount is lower than in previous years. Christina added that a survey was conducted to ascertain what is most important to teachers and parents. Norma noted that there will be a deficit of $87,000 if we fund new aide positions next year. The aides were only here part of this school year. Bruce asked if PATT pays for aides; Norma responded that they don’t, but they can in the future. Christina said it is allowed to use charter funds for the deficit. She said we are paying for three class size reduction teachers, but the district only gave us one teacher for next year. Murray noted the goal is to
fund teachers for 4th and 5th grade next year. Karen Schiffman made a motion to ok the use of charter funds to cover the deficit if necessary. Bruce Wright seconded the motion and it passed unanimously.
